In “Trump-Putin Call Puts Russia Sanctions in Spotlight” (Energy Intelligence, 12 February 2025), Amir Fadavi discusses the effects on sanctions of a surprise announcement by U.S. President Donald Trump that he and Vladimir Putin had agreed to begin negotiations with a view toward ending the war in Ukraine. Acknowledging that this shift toward negotiations suggests a focus on talks rather than additional sanctions pressure, Amir commented: “It’s fair to expect that they won’t be having the Treasury Department issuing new sanctions while the negotiations are going on.”
