Michael Carroll is a senior managing director in K2 Integrity’s Investigations and Disputes practice. With nearly 30 years of experience across the private and public sectors, Mike leads complex investigations, monitorships, and compliance transformation projects for K2 Integrity’s clients.
Mike utilizes experience gained from the New York City Police Department and as an inspector general to solve problems in the construction industry, to ensure regulatory compliance demands are met, and to identify and eliminate vulnerabilities that make clients susceptible to fraud. Mike also helps clients develop compliance programs that ensure companies meet the demands of government agencies, that worker safety measures are in place, and that companies are protected from theft and other forms of corruption.
Mike first joined K2 Integrity in 2018, serving as a managing director in the firm’s Investigations and Disputes team as well as co-lead of the firm’s Construction and Real Estate practice. After leaving K2 Integrity, he started the consulting firm Probity to further specialize in investigations, risk management, and compliance.
Before his time at K2 Integrity, Mike spent more than two decades in public service, most recently as the Deputy Commissioner for Investigations at the New York City Department of Investigation (DOI), the anti-corruption law enforcement agency that promotes and maintains integrity and efficiency in New York City government operations. Mike rose through the ranks at DOI, holding the positions of Chief Investigator, Deputy Inspector General, Inspector General, Assistant Commissioner, Associate Commissioner, and Deputy Commissioner of the Investigations Division. Additionally, he served as the Commanding Officer of DOI’s Training Academy.
During Mike’s career with DOI, he developed an expertise in the area of fraud investigations, detection, and prevention in the construction industry. He managed numerous cases that involved the infiltration of organized crime, systemic bribery, prevailing wage violations, various contractor kickbacks schemes, and countless other criminal schemes that attempted to compromise the industry’s integrity. Mike also managed DOI’s Vendor Integrity Unit, which oversaw dozens of integrity monitoring firms hired by DOI to provide integrity oversight of multibillion-dollar construction projects across the city. These projects ranged from capital construction projects at New York City agencies to the complex monitoring of construction that took place in the aftermath of Hurricane Sandy.
Mike began his law enforcement career with the New York City Police Department. As a police officer, he worked in numerous units including community policing, street narcotics, and a plain clothes street-crime unit that focused on violent crime throughout New York City’s five boroughs. Mike was promoted to the rank of Detective, where he investigated a wide variety of cases ranging from credit card fraud to homicides. After serving almost 10 years with the NYPD, he joined the District of Columbia Inspector General’s Office as a Special Agent and investigated government corruption within the District.
Mike holds an M.A. in criminal justice from the John Jay College of Criminal Justice and a B.A. in psychology from the College of Mount Saint Vincent. He is a Certified Fraud Examiner, a certified instructor with the New York State Division of Criminal Justice Services, and has frequently served as an adjunct professor teaching various criminal justice courses.
