Himamauli Das is a senior managing director and co-head of CFIUS advisory services at K2 Integrity, where he specializes in regulatory, legal, and compliance issues involving complex global engagements. With more than 15 years as a senior policy official and lawyer with the White House, the National Security Council and National Economic Council, and the Departments of State and the Treasury, Him has unique expertise in U.S. and global national security and foreign investment review regimes, trade and international economic law and policy, international economic sanctions, and financial regulatory matters. 

Him assists a broad range of clients—including law firms, institutional investors, financial institutions, and strategic acquirers, sellers, and targets—on matters that raise national security considerations falling within the scope of CFIUS. Him is often called upon to shape complex risk assessments, anti-corruption training programs, the design and development of compliance regimes, and the development, review, and application of new services, products, platforms, and technologies. This work includes coordinating and leading the development of strategic partnerships, joint ventures, and investments in the FinTech, CyberFin, and financial inclusion fields. 

Prior to joining K2 Integrity, Him served as counselor to the Treasury’s General Counsel, and prior to that, as Assistant General Counsel for International Affairs and as acting Deputy Assistant Secretary for Trade and Investment at the Treasury Department. While at Treasury, Him led efforts to develop the rules that govern CFIUS on matters involving the intersection of international economic policy and sanctions, along with efforts to level the playing field with China. He also directed financial services and macroeconomic policy negotiations in U.S. free-trade agreements and bilateral investment treaties as well as a broad range of governance matters involving multilateral development banks.

Him has served as Senior Director for International Trade and Investment at the National Security Council and National Economic Council. In that role, he led White House policy efforts to enhance CFIUS national security reviews during the Obama administration and was responsible for coordinating White House policy efforts on trade negotiations—including the Trans-Pacific Partnership and the Trans-Atlantic Trade and Investment Partnership—and trade enforcement matters. He was engaged in all matters within the White House related to trade, investment, and international fora, including the Group of Seven, the Group of Twenty, the Organization for Economic Co-operation and Development, the United Nations, the Asia-Pacific Economic Cooperation, and the Association of Southeast Asian Nations.

Him also served as Deputy Legal Adviser at the National Security Council and as an attorney at the State Department, where he played a key role in drafting the U.S. and international framework to combat terrorist financing and the USA PATRIOT Act. He worked on the economic reconstruction of Iraq and Afghanistan and played an important role within the U.S. government and as a representative for the State Department after 9/11 in the application of targeted sanctions against terrorist financiers and others subject to targeted sanctions regimes. 

Him received a J.D. and M.P.P. from the University of California at Berkeley; an M.Sc. from the University of Colorado at Boulder in astrophysics, planetary, and atmospheric sciences; and a B.S. in physics from the University of California at Berkeley. He clerked for Chief Judge Sidney Thomas on the U.S. Court of Appeals for the Ninth Circuit and Chief Judge Marilyn Hall Patel on the U.S. District Court for the Northern District of California. He has received the Distinguished Service Award for his contributions to the work of the Department of the Treasury and has garnered numerous other accolades.
